Oak Park's Village Board considered giving its Citizens Police Oversight Committee new authority to scrutinize critical police incidents at its Tuesday, Oct. 6 meeting.
Resolution 26-297, listed on the board's regular agenda, would adopt a Community Impact Case and Sentinel Event Review Framework for the committee known as CPOC. The framework would establish CPOC's process for identifying, evaluating and responding to incidents, patterns or policing practices that affect community trust and public safety. Village President Vicki Scaman presided over the meeting, held at Village Hall, 123 Madison St.
The resolution appeared on the regular agenda rather than the consent agenda, meaning it was set for separate board discussion and a standalone vote.
Response to Halloween 2025
The framework grew directly out of the Halloween 2025 teen takeover in downtown Oak Park. According to the agenda, the board had directed CPOC to review that incident, in which pepper balls were deployed by another law enforcement agency responding to the disturbance.
A 30-page after-action report by consultant Jensen Hughes, first reported by the Wednesday Journal, detailed how a fight broke out inside the Chipotle at 1128 Lake St. around 7:50 p.m. on Oct. 31, 2025. Police broke up at least six more fights between teens near Lake and Marion streets over the next half hour. Officers from Forest Park and River Forest responded before a broader mutual aid call brought agencies from Berwyn, Cicero, Melrose Park, Forest View and Maywood.
The consultant found that Oak Park officers showed restraint and kept the community safe but could have planned better to reduce confusion that evening. The review was limited to Oak Park Police Department personnel, not officers from assisting departments.
Oak Park Police Chief Shatonya Johnson told the Wednesday Journal on Oct. 7 that the department welcomed the recommendations. "Our officers did what they were supposed to do, keep the community safe and participants safe," Johnson said.
What comes next
CPOC is scheduled to meet Monday, Oct. 19, when members are expected to discuss the Jensen Hughes report. The Village Board meets the following night, Tuesday, Oct. 20.
Meeting minutes confirming the board's final action on the resolution were not available as of Oct. 8. The full text of the framework document has not been publicly released.
